David’s law practice includes representing numerous irrigation companies, municipalities, ranches and others from all geographical areas within Arizona in both the Gila River and Little Colorado River adjudications. He is actively involved in the Globe Equity 59 litigation as well as complex water issues specifically related to the Verde Valley. Public land uses are a growing segment of David’s law practice. For example, he represents the Arizona Cattle Growers Association in issues regarding grazing. He also represents irrigation companies and farms in connection with FLPMA easements.
A significant part of David’s practice includes lobbying at the state and federal level. He recently lobbied Congress in the successful Zuni Pueblo Restoration Act, which settled significant water issues in the Little Colorado River watershed, and the Arizona Settlement Act, which settled issues in the Gila River watershed.

David speaks Spanish fluently. He and his wife, Roxanne, live in St. Johns, Arizona, and have six children.
