David's law practice includes representing an array of irrigation companies, municipalities, ranches and others from all geographical areas within Arizona in both the Gila River and Little Colorado River adjudications. He is actively involved in the Globe Equity 59 litigation as well as complex water issues specifically related to the Verde Valley and western part of the State. Public land uses are a growing segment of David's law practice. For example, he represents the Arizona Cattle Grows Association in issues regarding grazing.

A significant part of David's practice includes lobbying at the state and federal level. He recently lobbied Congress in the successful Zuni Pueblo Restoration Act, which settles significant water issues in the Little Colorado River watershed, and the Arizona Settlement Act, which settles issues in the Gila River watershed.
